I&#039;m based in Lithuania and work in IT worldwide. Seen outsourcing work (DK-LT) and fail (UK-India) spectacularly in front of my eyes. 

In respect to Baltic countries, even my US partners saw them as &#039;near-shore&#039;. Baltics definitely have an edge. They can also work as an efficient &#039;glue&#039; with more Eastern (read Russian) subcontractors.</description>
